The Community and Economic Development Department supports ongoing communication and regional planning goals within the seven-county BVCOG region. Through a strong emphasis on community and economic development, our staff works with city and county officials to concentrate on rural transportation planning, economic development, small business funding, community development, grant writing, demographic interpretation, and GIS and mapping services.

The main function of regional transportation planning at BVCOG is serving as the Regional Planning Organization (RPO/BVRPO) for transportation in the region, connecting local government leaders with state and federal agencies providing transportation infrastructure and funding.

The BVCOG Regional 9-1-1 program oversees the planning, implementation and financial responsibilities of 9-1-1 service in six rural counties. The 9-1-1 service includes all the network, database, and equipment necessary for the proper routing of 9-1-1 calls and text messages in Burleson, Grimes, Leon, Madison, Robertson and Washington counties.

The mission of the Brazos Valley Area Agency on Aging (BVAAA) is to be a visible advocate and leader in the planning, development and implementation of a system of comprehensive and coordinated services, which promote dignity, independence and quality of life for seniors in their own communities here in the Brazos Valley Region.

The Public Safety Planning Department of the Brazos Valley Council of Governments is significantly involved in several aspects of public safety planning, including Emergency Communications, Hazard Mitigation, Homeland Security, Criminal Justice, Emergency Management, planning and training, and grant management for several major federal grant programs.

Community Services initiatives that enhance the lives of families by providing education, food, and financial assistance to individuals and families in the Brazos Valley. BVCAP supports and enriches lives through programs such as Affordable Housing, Case Management, Head Start/Early Head Start, Meals on Wheels Utility Assistance, and Weatherization.

The GIS and Graphics program supports member counties, communities, and in-house programs by providing a broad range of mapping and graphic design products. GIS efforts include the development of local and/or regional level maps; collection, analysis, and dissemination of demographic and spatial data; and collaboration with local GIS analysts and user groups. Graphic design services include logo design and vectorization; digital media, sign, and banner creation; and wide-format print production.

All Texas Counties are to set aside tax dollars to provide medical assistance for their indigent population. To qualify for the Indigent Health Care Program an applicant must provide documentation to verify residence of the County with intent to stay, income, resources, and size of the family. Medical coverage provided by this Program is Physician services, three prescriptions per month, lab work, x-rays, hospital outpatient services and hospital in-patient services.

The HIV/Health Services Program serves as the Central Texas HIV Administrative Agency for the Texas Department of State Health Services (DSHS). In this role, the agency plans for the allocation of funds to meet client needs, disseminates HIV grant funds according to the allocations and comprehensive plan, monitors funding recipients to ensure grant money is being spent correctly, and manages data for all subcontractors.

BVCOG is working to connect the region's communities to its growing broadband network.

The BVCOG Housing Choice Voucher Program is a federally-funded program for providing housing assistance to very low-income families, the elderly, and the disabled to afford healthy and safe housing in the private market. Housing assistance is provided on behalf of the family or individual directly to a landlord or property owner. Participants in the program are able to find their own housing, including single-family homes, townhouses, and apartments.

Promotes conservation, development, and utilization of natural resources; to improve the general level of economic activity, and to enhance the environment and standard of living in all communities. The aim is to provide a system of rural development, encourage the wise use of natural resources, and improve the quality of life in America.

A nationwide purchasing cooperative for public agencies. Cooperative Purchasing allows public agencies to take advantage of the benefits that come alongside purchasing in high volumes.

Funded by the Texas Commission on Environmental Quality, the Solid Waste Management Program helps organize and fund local or regional municipal solid waste management projects that align with the state goals and objectives of the region's Solid Waste Management Plan.

WIC provides nutrition education for nourishment during critical human growth cycles, USDA-regulated and approved food vouchers, referrals to other community services and breastfeeding promotion and support.

Workforce Solutions Brazos Valley seeks to provide employers with quality workforce through the promotion of regional vocation education programs as well as the facilitation of networking opportunities for employers and job seekers.
